We have received a smoking complaint from a unit owner who suffers from COPD. Their unit neighbor rejects any cooperation with the association besides their verbal statement they are not the cause of the issue. We are a small townhouse association. Are we obligated as a board to anymore than we have?

We have a group that is asking our association to sponsor a group that would entail taking residents to doctors or shopping. Is this something you think we should get involved with?

A very laudable idea but I would not suggest that an Association “sponsor” such a group. What are the interim guidelines for having a homeowner meeting (via zoom) during the pandemic? Our meetings are generally held in June. Is there a time limit on postponing the meeting? We are trying to get unfinished business completed before we schedule our annual meeting.

One of our residents is installing a generator (against rules) with a doctor’s note that is it a medical requirement because of an undisclosed phobia. The board was provided with a local psychiatrist’s note. Do we allow it and how do we explain it’s allowance to the rest of community with out disclosing a resident’s medical condition?

We have decided to postpone our resident meetings because of Coronavirus. So far few complaints. However, some of us may want to close the pool and gym. These are more like paid amenities. How can we as a board do this, with out getting in trouble?

We always allowed residents some leeway with decorating their doors, especially with wreaths. Our rules say nothing is allowable outside resident units. A problem tenant has gone too far with an elf hanging from a noose. He says if he must remove the elf, everyone has to remove their wreaths. Is that true? Also can we remove the elf ourselves and hold it in the office until after the holidays?

What is best practices for the board president dealing with vendors directly with out the manager present on the calls and/or emails? Our president argues it is the best way for the BOD to negotiate and monitor vendor progress. Our manager says that’s their job.

If there is a disagreement between the board and manager how to present a report, who is the report represented from? Meaning if the manager is uncomfortable are they obligated to present the report as the board directs (on behalf of the board) or may they insist the board present the report themselves?
